The Commercial Manure Hauler and Broker Certification
Act This legislation enabled the Department
of Agriculture, in consultation with the State
Conservation Commission and the Nutrient Management
Advisory Board, to establish a manure hauler
certification program. The Department is charged with
establishing the certification program within 18
months of the effective date of the act.
No
commercial manure hauler or broker may transport or
land apply manure on behalf of an agricultural
operation unless the broker has completed a
certification program, has received certification, and
maintained certification. If those conditions have
been met, the hauler/broker may only apply manure in
accordance with an approved nutrient management plan
or nutrient balance sheet. Commercial manure haulers
are to maintain records of the manure they broker,
transport, or land apply as the Department, in
consultation with the Commission and Board, determines
is necessary.
