The Conservation Security Program (CSP), an evolving program authorized by the 2002 Farm Bill, rewards farmers with a history of land stewardship and provides incentives for greater conservation effort.  The program, administered by USDA Natural Resources Conservation Service (NRCS), includes three tiers of payments based on stewardship.
